What happened in Karabakh cannot be characterized as ethnic cleansing.

Axar.az informs that this was stated by Leo Docherty , Deputy Secretary of State for Parliamentary Relations, Minister of State for Europe at the Foreign Affairs, Commonwealth and Development Office of the United Kingdom of Great Britain and Northern Ireland.

The minister did not agree with the accusations of the pro-Armenian MP from Scotland Lowe that the return of the Armenian population of Karabakh to Armenia is supposed to be "ethnic cleansing":

Great Britain called on Armenia and Azerbaijan to resume negotiations. Negotiations will be a solid foundation for peace."
