We destroy the enemy even without nuclear weapons

Russia still does not intend to include a pre-emptive strike clause in its nuclear doctrine: a retaliatory strike is sufficient to destroy the enemy.

Axar.az reports that these words were said by Russian President Volodymyr Putin.

"We don't need a pre-emptive strike yet, because the destruction of the enemy is guaranteed with a retaliatory strike," the Russian leader said.
