Russia will not negotiate with Kyiv until the Ukrainian army withdraws from the territory of the Russian Federation.

Axar.az reports that this statement was made by Sergey Shoigu, the Secretary of the Russian Security Council.

"Until the Ukrainian army is removed from our territory, of course, we will not hold any negotiations with them," he said.

Shoigu also referred to the Ukrainian army's attempt to commit nuclear terrorism at the Kursk nuclear power plant as the highest level of terrorism.
