Axar.az reports that this was stated in a declaration by 13 EU countries.
"International observers have reported violations during the election campaign and on election day. We condemn all violations of international standards regarding free and fair elections.
We share their concerns and demand an impartial investigation of the complaints and the elimination of identified violations. In this difficult time, we stand with the people of Georgia.
It is important that protests, particularly the government's response to them, continue peacefully. The violation of election fairness does not meet the standards expected from a candidate for EU membership. These are a betrayal of the legitimate European aspirations of the Georgian people. The rule of law and the protection of free and fair elections are integral to any progress Georgia makes on its path to the EU.
We criticize Prime Minister Orban's premature visit to Georgia. He does not speak on behalf of the EU."
The statement was signed by representatives of the foreign ministries of the Czech Republic, Denmark, Germany, Estonia, Finland, France, Ireland, Lithuania, the Netherlands, Luxembourg, Poland, Portugal, and Sweden.
