Peace treaty won’t proceed without constitutional clarity

Azerbaijan is not requesting amendments to the Armenian Constitution in the course of negotiations; however, it has made clear that it will not sign a peace agreement if certain existing provisions remain unchanged.

Axar.az reports this was stated by Armenian Foreign Minister Ararat Mirzoyan.

“Azerbaijan has made no direct demand for Armenia to amend its Constitution. However, other issues are under active discussion between the parties. When Armenia stated that constitutional changes were off the table, Azerbaijan acknowledged this but added that if certain existing provisions in the Armenian Constitution remain, it will not proceed with signing the peace agreement,” he said.

It should be noted that Armenian Prime Minister Nikol Pashinyan previously described the country’s Declaration of Independence, which includes territorial claims against Azerbaijan, as a threat to peace. He emphasized that references to the Declaration should not appear in the new Constitution, as they create a risk of renewed conflict.
