Ukrainian President Volodymyr Zelensky accused Russia of “another deception” for failing to deliver its promised peace memorandum ahead of planned talks in Istanbul.
Axar.az, citing Reuters, reports that in his May 29 address, Zelensky said neither Ukraine, its allies, nor Turkiye had received the document.
Russia’s Foreign Minister Sergei Lavrov had announced that Moscow prepared a draft settlement and proposed a second round of talks in Istanbul on Monday. However, Kremlin spokesperson Dmitry Peskov said Kyiv has not responded to the invitation.
Zelensky warned that Russia was sabotaging the talks and urged Ukraine’s partners to intensify pressure on Moscow.
A Ukrainian Foreign Ministry spokesperson added the missing memorandum likely contains “unrealistic ultimatums.”
Turkish President Recep Tayyip Erdogan expressed hope for peace, emphasizing the need for more diplomacy. The White House echoed support for the meeting, with Donald Trump reportedly encouraging progress.
Russia’s delegation is expected to remain unchanged from the first round, which Putin did not attend—prompting Zelensky to also stay away and send officials in his place.
