Axar.az presents the appeal by the NGOs of Azerbaijan to the Members of the US House of Representatives:

"Distinguished Members of the US House of Representatives,

It is with great concern we, the NGOs of Azerbaijan, appeal to you on the draft Resolution 1165 introduced by Congresswoman Jackie Speier on October 1, 2020.

We do sincerely believe that the provisions of this draft Resolution grossly violate the relevant Resolutions of the UN Security Council and contradict to the very spirit of mutually beneficial partnership ties established between the United States and Azerbaijan over the years.

Armenia deliberately violates the territorial integrity of Azerbaijan recognized by all world countries including USA. Armenia carries out provocative measures against Azerbaijan, which has strong all-round ties and a strategic energy-security partnership with the United States.

As you know, since 27 September 2020, the armed forces of Armenia have been launching the large-scale military operations against Azerbaijan by intensively attacking the positions of the armed forces of Azerbaijan as well as residential areas along the frontline, with the use of large-calibre weapons, mortar launchers and artillery of different calibres. Despite Azerbaijan’s calls on the Armenian side, they blatantly and deliberately target the civilian population and civilian infrastructure such as kindergartens, schools, hospitals.

By October 5, as a result of Armenia’s artillery and missile attacks from the territory of Armenia, 25 Azerbaijani civilians were killed, 127 injured, more than 500 residential buildings and civilian objects were destroyed.

The units of the armed forces of Armenia have been intensively and deliberately shelling densely populated Naftalan, Yevlakh, Agjabadi, Beylagan, Barda, Shamkir, Ganja, Mingachevir, Khizi and Absheron cities which are located away from the conflict zone.

Armenia’s armed forces launched 2 missile attacks on Mingachevir industrial city which has a water reservoir and key electricity plant. The second-largest city of Azerbaijan, Ganja, with over 500,000 population was bombarded by cluster bombs banned by the relevant international conventions.

With these provocative actions, Armenia violates fundamental norms and principles of international law, including international humanitarian law and attempting to involve other countries as a party to the conflict.

Resolutions on Armenia-Azerbaijan conflict 822, 853, 874 and 884 (1993) of the UN Security Council which is the main guarantor of international peace and security, clearly demand the complete and unconditional withdrawal of the armed forces of Armenia from the occupied territories of the Republic of Azerbaijan.

These resolutions condemn the occupation of the Azerbaijani territories, protect civilians which are not the party to the conflict, and stress the inadmissibility of the use of force for the acquisition of territory, as well as reiterate the territorial integrity, sovereignty and inviolability of the internationally recognized borders of Azerbaijan.

It is an undeniable fact that Armenia resorts to the services of the Armenian lobby in order to promote its occupational and aggressive intentions against Azerbaijan in the international arena, including the US Congress. From the recent petitions of Azerbaijani community in United States we become aware of the fact that the Armenian lobbying groups have initiated a series of actions against Azerbaijan and Turkey on the Hill, one being the above-mentioned House Resolution 1165.

This subjective and unjust draft Resolution poses a direct threat to the energy and security interests of the United States in the South Caucasus region.

Therefore, we believe that, the US Congress will demonstrate its commitment to the long-standing cooperation between the United States and Azerbaijan and to the national interests of both states by rejecting the proposed draft Resolution 1165.
