Baku–Tbilisi rail passenger service resumes

Within the framework of the visit by Prime Minister Irakli Kobakhidze to Azerbaijan to participate at WUF13, the Republic of Azerbaijan and Georgia reaffirmed their strategic partnership through the signing of a comprehensive set of agreements aimed at deepening bilateral cooperation in the fields of economics, energy and connectivity. The signings took place in Baku on 18 May 2026, in the presence of President of the Republic of Azerbaijan Ilham Aliyev and Prime Minister of Georgia Irakli Kobakhidze.

Axar.az reports, citing the Ministry of Economy, that both leaders emphasised the importance of the documents signed in terms of expanding cooperation, particularly underscoring the significant role of Azerbaijan and Georgia as a connectivity hub for many countries and the importance of further deepening cooperation in this direction.

The signed documents include intergovernmental agreements on the supply of natural gas to Georgia, on the continuation of transit arrangements for additional supplies of Azerbaijani natural gas to international markets, on the supply of electricity to Georgia and on the transit of electricity through the territory of Georgia to Turkiye, and a Protocol of the Coordination Council confirming the final acceptance and completion of the modernization works carried out under the Baku–Tbilisi–Kars railway project.

For the implementation of the above intergovernmental agreements, the respective state-owned energy companies of both countries signed Heads of Terms setting out the key commercial parameters of the fully-termed agreements to be concluded no later than 15 October 2026.

In addition, an Operating Agreement Heads of Terms were signed between the State Oil Company of the Republic of Azerbaijan (SOCAR), SOCAR Midstream Operations LLC (SMO), and JSC Georgian Oil and Gas Corporation (GOGC), defining the terms of operation of the Georgian section of the Western Route Export Pipeline, including the Supsa Oil Terminal and associated infrastructure.

The Protocol of the Coordination Council also formalized the transfer of the respective railway infrastructure to the Joint Venture BTKI Railways LLC to oversee the management of the railway line — a significant step in strengthening regional connectivity. The Parties further agreed to resume daily passenger train services on the Baku–Tbilisi–Baku route from May 26th, 2026.
