On May 9, President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva participated in the inauguration of Shukurbeyli village in the Jabrayil district.
Axar.az reports that the head of state and the First Lady inspected the facilities established at the 360-seat school and the private houses built in the village, and met with the residents relocating there.
President Ilham Aliyev presented the keys to the new homes to the residents.
Subsequently, President Ilham Aliyev and First Lady Mehriban Aliyeva reviewed the progress of construction at the 150-bed Jabrayil District Central Hospital.
Following this, the head of state attended the inauguration of the 330 kV “Shafag” substation owned by “AzerEnerji” OJSC in Soltanli village of the Jabrayil district.

The head of state first inaugurated the village’s new 360-seat school.
Vahid Hajiyev, Special Representative of the President of the Republic of Azerbaijan in the Jabrayil, Gubadli and Zangilan districts, and Rovshan Rzayev, Chairman of the State Committee for Refugees and IDPs, briefed the head of state and the First Lady on the developments in Shukurbeyli.
It was noted that Shukurbeyli is located within the administrative-territorial unit of the same name in the Jabrayil district, situated 18 kilometers southeast of the district center on a plain.
The village was occupied by Armenian armed forces in 1993. Prior to the occupation, the village had a school, a club, a library and a hospital, while the population was mainly engaged in viticulture, animal husbandry, grain farming and sericulture. The village was liberated from occupation by the courageous Azerbaijani Army during the Patriotic War in 2020. President Ilham Aliyev laid the foundation stone for the village in 2023.
Minister of Science and Education Emin Amrullayev then briefed the head of state and the First Lady on the facilities established at the school.
It was noted that, similar to other new schools inaugurated in Azerbaijan’s liberated territories, comprehensive conditions have been created here for both teachers and students. To ensure a high standard of education, the school is equipped with subject classrooms, physics, chemistry and biology laboratories, as well as specialized rooms for informatics, technology and initial military training. In addition, a library, assembly hall, gym and canteen are available for the use of teachers and students. Football and basketball courts have also been built on the school grounds.
The establishment of modern educational institutions is an important component of the large-scale reconstruction efforts underway in the liberated territories. These educational facilities, meeting the highest standards, are equipped with modern technologies and the necessary material and technical base.

The head of state and the First Lady were briefed on developments in the village.
A total of 2,522 people (615 families), including residents from the villages of Shikhaliaghali and Dajal, as well as the Mahmudlu settlement, are planned to be resettled in the village. In the initial phase, 635 private houses have been commissioned, with 615 designated for residents and 20 for service use. The houses consist of 2-, 3-, 4-, and 5-room units.
A range of measures has been implemented in the village to ensure comfortable living conditions for residents and to address social issues. These include the construction of two kindergartens with 80 seats each, a medical point, a music school, a club-community center, and an administrative building for local executive authorities.
A 35/10 kV electrical substation has been built in Shukurbeyli, while electricity, natural gas, drinking water, and communication lines, as well as high-speed internet and IP TV services, have been provided. All roads have been asphalted.

On May 9, President of the Republic of Azerbaijan Ilham Aliyev attended the inauguration of the 330 kV "Shafag" substation, owned by "AzerEnerji" OJSC, in the village of Soltanli, Jabrayil district.
Balababa Rzayev, Chairman of "AzerEnerji", briefed the President on the project. He reported that significant infrastructure projects have been implemented by the government to integrate the 240-megawatt "Shafag" Solar Power Plant (SPP) into the national power grid. Built by bp in Jabrayil, the plant is the first utility-scale solar project and the largest direct foreign investment in the liberated territories.
As part of this project, "AzerEnerji" constructed a 330 kV digital substation in Jabrayil. To connect this facility to the national grid, a 7.5-kilometer, 330 kV double-circuit high-voltage transmission line was installed to the "Jabrayil" Energy Hub. This infrastructure serves as a strategic bridge for the nationwide distribution of "green energy."
The substation is equipped with modern digital systems, open and closed switchgear, and a Digital Control Center. A micro-SCADA dispatch system has been installed at the center to provide remote monitoring and control, fully integrated into the central SCADA system.
The workforce at the substation was primarily selected from the newly resettled local population, who underwent specialized training before being hired. In line with the President’s "Great Return" strategy, priority is given to employing local residents at all energy facilities built by "AzerEnerji" in the liberated territories.
The primary objectives of integrating the "Shafag" Solar Power Plant into the power system are to strengthen public-private partnerships, reduce carbon emissions, conserve natural gas, increase the share of "green energy," and further bolster energy security.
Parallel to this project, a new 220 kV substation has been completed to supply the Sangachal Terminal with renewable energy. Consequently, the gas-fired power plant at the terminal will be decommissioned. Solar energy generated in Jabrayil will be fed into the national power grid and directed to the Sangachal Terminal in a balanced manner. By shutting down the 140 MW modular gas-fired plant at the terminal, approximately 500 million kWh of the terminal's annual demand will be met by renewables, saving over 120–150 million cubic meters of natural gas annually. This will contribute to an annual reduction of 260,000–330,000 tons of CO2 emissions for bp's operations in the Caspian region.
The President was also informed about the concurrent development of "green" and traditional energy sources.
The digital modernization of the energy system has begun yielding tangible results. This trend has been particularly evident in April and May during periods of high water flow, abundant sunshine, and wind. On certain days, 36% to 41% of the country's total electricity consumption was met by "green energy."
For instance, on April 20, out of a total production of 64.4 million kWh, 36.5% came from renewable sources. Of this, 15.9 million kWh was produced by hydroelectric plants (including those in the liberated territories), while 7.6 million kWh was generated by solar and wind plants. Due to these measures, the share of "green energy" in the power system reaches 41% during certain hours.

Minister of Health Teymur Musayev briefed the head of state and the First Lady on the progress achieved and the upcoming phases of the project.
The foundation stone of the hospital was laid by President Ilham Aliyev in 2021. The complex covers an area of nearly 5 hectares. The hospital will include departments for therapy, surgery, pediatrics, maternity, infectious diseases, anesthesiology-intensive care, and hemodialysis, among others. In addition, a polyclinic, radiology and functional diagnostics units, physiotherapy and medical rehabilitation departments, as well as a clinical diagnostic laboratory, will be established. Construction work is currently underway on the main building, along with the infectious diseases, hemodialysis, and polyclinic blocks, the emergency medical station, and the Jabrayil District Center for Hygiene and Epidemiology.
