The opening of the corridor is in the interests of not only Russia but also Azerbaijan, Turkiye, and the USA. Initially, the European Union had made positive statements regarding this matter. There were also suggestions that they would provide financial assistance to Armenia. It is clear that the only entity opposing and rejecting the corridor issue is Iran.
Axar.az reports that these words were stated by former Foreign Minister Tofiq Zulfugarov while commenting on the recent activity of certain powers regarding the Zangezur corridor.
The political analyst noted that it is difficult to understand the specifics of Tehran's position: “Sometimes it is said that the corridor should not be under the control of outside forces. However, since 1992, this region has been under the control of Russian border guards, and we have not faced any objections from Iran regarding this. Another position expressed is that Tehran is supposedly against the 'Turan-NATO corridor.'”
Zulfugarov emphasized Russia's significant activity regarding the Zangezur corridor: “The Kremlin wants the Russian Federal Security Service to oversee this corridor. Contacts are ongoing due to differing positions.”
He also commented on reports that Russia supports Iran's stance on communication issues: “It's interesting: which position of Iran is Russia supporting, to what extent, and which part? There is no information on this. Therefore, let's wait and see what the outcome will be! Negotiations will sooner or later align with the positions of other countries because there is no basis for Iran's objections.”
The political analyst noted that the corridor issue is more related to internal political matters in Iran: “It is being used as a pretext. Various factions currently leading Iran are competing with each other in forming a new administration. The position of the IRGC is often emphasized in this context. However, as you know, the IRGC has come under criticism after the killing of Haniyeh in Tehran. To change the agenda, the issue of the Zangezur corridor has been brought to the forefront. From this perspective, I evaluate the overall process positively. Practically, the opening of the corridor is becoming more real.”
Regarding Russian Security Council Secretary Shoigu's visits to Iran in August and September, and Iranian Security Council Secretary Ahmadian's visit to St. Petersburg, the expert noted that the agenda of these discussions and contacts is quite broad: “Russia is interested in acquiring certain weapons from Iran. On the other hand, there are reports that Russia has promised to provide Iran with some technologies that it lacks. This involves certain missile technologies. Iran is deprived of some technologies and places great importance on this topic. Consequently, Russia is interested in taking advantage of the situation to obtain these technologies. It may be that the Zangezur issue is being used as leverage by Iran in this matter. Overall, Iran's influence on this situation and these processes is very limited. In diplomatic bargaining, Iran will agree to show another position on this issue.”
