European leaders also discussed loosening EU fiscal rules to boost military spending amid concerns over financial constraints.
Meanwhile, U.S. and Russian officials prepared for high-level peace talks in Riyadh, with Russia ruling out territorial concessions. Discussions also included broader U.S.-Russia relations, with Russian officials emphasizing economic cooperation.
