The text of the peace treaty with Armenia has already been agreed upon.
Axar.az reports that President Ilham Aliyev stated this at a meeting with participants of the III Shusha Global Media Forum.
He noted that it was Azerbaijan that initiated the peace process:
"After the end of the second Karabakh war, the Minsk Group troika was still working, making visits to Baku. I saw that they did not know what to do. When they asked me a question, I told them that we should work on a peace treaty with Armenia."
The head of state noted that he proposed the start of the process:
"We prepared the text of the peace agreement, sent it to Armenia. They had different interpretations. There was no progress for two years. The main reason for this was that the Armenian side wanted to include the issue of "Nagorno-Karabakh" in the text of the peace agreement. We told them that "Nagorno-Karabakh" is in your imagination; it does not exist in reality. This is part of Azerbaijan, and an issue related to our internal policy cannot be added to the text of the peace agreement."
President Ilham Aliyev emphasized that only this time, after liberating the territories in September 2023, Armenia did not insist, because the topic was closed.
"Real negotiations began in January 2024. The draft text we prepared was worked on and agreed upon. Armenia did not want to add two paragraphs. However, as soon as President Donald Trump won the election, they added two paragraphs. A change in the Armenian Constitution and the dissolution of the Minsk Group - as soon as these two issues are resolved, a peace treaty can be signed."
