The International Football Association Board (IFAB), which sets the rules of football, is preparing to make major changes to the penalty and VAR systems.
Axar.az reported that these proposals are expected to be discussed at the IFAB meeting in November.
Under the proposed new rules, if a penalty shot rebounds off the goalkeeper or the post, the play will be stopped immediately. In such cases, the attacking team will not be allowed to continue the play, and the defending team will be awarded a goal kick.
Another significant change involves the Video Assistant Referee (VAR) system. According to the new rules:
VAR will be allowed to intervene when a referee incorrectly awards a corner kick, ensuring the decision is corrected.
VAR will also be able to intervene in second yellow card decisions. If the second yellow is deemed to be mistakenly issued, VAR will notify the referee, and the decision can be reversed.
These proposed changes aim to enhance the impact of VAR on the game and minimize refereeing errors. IFAB will formally review the proposals in November, and following discussions, they will be put to a vote at the general assembly. If approved, the new rules will take effect on June 1, 2026, and will be implemented for the first time at the 2026 FIFA World Cup.
