Joint comprehensive measures were taken by employees of the State Security Service and the Ministry of Internal Affairs to identify terrorist and sabotage acts committed by members of radical religious-extremist groups affiliated with international terrorist organizations in the territory of the Republic of Azerbaijan and to prevent their illegal activities.

Axar.az reports that as a result of operational-investigative actions, it has been established that Gadir Hajiyev, who had previously been convicted for participating in the activities of the terrorist group "Forest Brothers," established criminal ties with residents of the Gusar district—Kamran Karimkhanov, Umud Gulaliyev, Valerik Adilov, Riyad Safaraliyev, Rovshan Lachinov, Nazim Zakiyev, and others.

They planned terrorist attacks together, created underground shelters in the forest area covering the Hil, Jibir, and Yasab villages of Gusar district, and equipped these shelters with weapons, ammunition, explosives, technical devices, and other necessary materials.

As a result of the operation, 8 people were neutralized—Əlipasha Kamilov, the members of the illegal armed group hiding in secret shelters in the forest area near Jibir village, Gadir Hajiyev, Riyad Safaraliyev, Valerik Adilov, and Umud Gulaliyev, as well as Nazim Zakiyev, Kamran Karimkhanov, and Rovshan Lachinov.
