U.S. Secretary of State Rubio told several senators during a closed-door meeting that Trump’s 28-point peace proposal on Ukraine is essentially a Russian plan, and that the Russians delivered it to Trump through Witkoff. After this information emerged, a scandal broke out on social networks and in the media, and a few hours later, the State Department was forced to refute Rubio’s remarks.
Axar.az reports that political analyst Kamran Jafarov commented on the issue.
State Department spokesperson Tommy Pigott issued a strong denial on social media:
“This is an outright lie. As Secretary Rubio and the entire administration have repeatedly emphasized, this plan was prepared by the United States with the participation of both Russia and Ukraine.”
Rubio also officially withdrew his earlier version, stating: “The peace proposal was prepared by the United States. It is offered as a foundation for ongoing negotiations. The plan is based on Russian proposals, but it is also based on Ukraine’s previous and current proposals.”
As you can see, there is some confusion in the statements. So where is the truth?
The truth lies in the middle.
Rubio and the State Department have long been working on a freeze plan, and Trump incorporated several of the State Department’s points into his own plan. However, most of the plan consists of the points Dmitriev gave to Witkoff, who then passed them on to Trump.
Witkoff showed this plan to Umerov a week ago, so technically the State Department is not lying — one can say that Ukraine has also been involved in the process.
Trump has two independent structures working on the Ukraine issue — Witkoff and Rubio. These two centers are almost not connected.
“Today, Rubio will discuss Trump’s plan with European representatives in Switzerland, and this is important because serious corrections need to be made to the plan,” he said.
