Russia, India formalize military deployment agreement

A Russia–India intergovernmental agreement on the procedure for sending military personnel, as well as ships and military aircraft to each other’s territory, was signed in February 2025 and has now been published on the official legal information portal.

Axar.az reports, citing TASS, the agreement regulates not only the deployment of troops and equipment, but also their logistical and material support.

Under the document, unless otherwise agreed by the parties, the receiving state’s territory and airspace may host up to 3,000 military personnel, five warships, and 10 military aircraft of the sending state at any one time.

The agreement is intended for use during joint exercises, training activities, humanitarian assistance, disaster relief operations, and other mutually agreed cases. It also simplifies the use of airspace and the entry of Russian and Indian naval vessels into each other’s ports.

It should be noted that the agreement was signed in February 2025 and later ratified, entering into force on January 12, 2026.
