The issue of the enclaves between Armenia and Azerbaijan must be resolved in a way that ensures long-term peaceful coexistence and does not create new problems for residents of the border areas.
Axar.az informs, citing local media, that according to Armenian Prime Minister Nikol Pashinyan, in accordance with the delimitation principle agreed upon by Yerevan and Baku, Bashkend is part of Armenia, while Karki, Baghudarlu and Yukhari Askipara are not:
“Armenia and Azerbaijan have agreed to carry out delimitation based on the 1991 Alma-Ata Declaration. According to the declaration, the administrative borders of the former Soviet republics at the time of the collapse of the Soviet Union are recognized as interstate borders.
According to the relevant maps, a section of the Armenia-Azerbaijan border near the village of Kirants in the Tavush region has already been delimited. There is an understanding that the subsequent process will continue on the same basis.
‘Bashkend is part of Armenia, while Karki, Baghudarlu and Yukhari Askipara are not. However, there are other areas where the maps do not correspond to reality — in Jermuk, other districts of Vayots Dzor, and also in Tavush. The issue must be resolved, but without a military option: this is a closed chapter of the past. A solution must be found that is acceptable to both sides, including the people.’”
