Russia reshapes Ukraine peace plan to suit its interests

Even if Russia accepts the document, it will later radically amend or remove a number of its clauses in line with its own interests. Most likely, the document will be altered to such an extent that its resemblance to the original version will be minimal. During these discussions, Russia also clearly demonstrated that it is guided by the spirit of the Alaska meeting and wants those agreements reflected in the new document.

Axar.az reports that Political analyst Turab Rzayev said this in a comment regarding Moscow’s possible response to the peace plan announced by Ukrainian President Volodymyr Zelensky.

According to the analyst, Ukraine’s demands regarding security guarantees and its future development path are among the key points that Russia will categorically reject:

“One of the main reasons for the outbreak of the conflict was NATO’s eastward expansion and the issue of Ukraine’s membership in the alliance. If Russia started the war to prevent Ukraine from joining NATO, how can it now accept an agreement that provides security guarantees in line with NATO’s Article 5? Clearly, it will not accept this.

Regarding the Zaporizhzhia Nuclear Power Plant, the US proposed a trilateral control mechanism. Ukraine, in turn, put forward a proposal to divide management of the plant with the US on a 50/50 basis. There are certain common points in these approaches. In practice, the US would not directly use the electricity generated there, and the possibility of transferring its 50 percent share to Russia cannot be ruled out.”

Turab Rzayev believes that Russia will under no circumstances agree to Ukraine’s integration into the Western bloc or its closer ties with NATO. Moscow’s position on Donbas also remains unchanged:

“Ukraine does not want to hand over Donbas entirely to Russia, but Russia insists on full control over Donetsk and Luhansk.

A peace agreement can only be signed if consensus is reached on security and territorial issues. However, before that, Russia will reshape the document in line with its own interests, and the final plan will differ significantly from the original version.”
