The meeting of the leaders of Armenia and Azerbaijan in the background of the passiveness of the OSCE's Minsk Group in recent months testifies to the existence of an unexplained project.
Axar.az reports that, armenian sided russian political scientist Stanislav Tarasov told this in his disclosure to News.am site.
"Very few people have been observing the new status of the OSCE's Minsk Group in the background of the meeting of the foreign ministers of the two countries. Armenian Foreign Minister declares that, we agree with Mammadyarov then OSCE Minsk Group look through to our proposals. It means that, they agree but OSCE Minsk Group check it out later. But in earlier days, OSCE Minsk Group prepared some kind of plans and offers, sides argued on this then they decided whether to accept those proposals or not. Beyond the format of OSCE Minsk Group meetings between Aliyev and Pashinyan in Dushanba, Sankt-Peterburg and Davos witnessed all of these. After Dushanba meeting, tensions decreased between two sides in frontline and operative connection started to work. Scenario improved and OSCE's Minsk Group came back to conflict zone and announced the meeting of Azerbaijanian and Armenian leaders. Meanwhile, Pashinyan in Tehran has made a sensational statement that talks with Aliyev are not negotiations, and they have agreed to meet with Aliyev at the first opportunity. The question comes up that, If Aliyev and Pashinyan have agreed on meeting, why we need OSCE's Minsk Group? If they say that, we are ready for meet each other, it means that there is an unannounced project and it is discussing by them. This is clear" - he said.
According to Tarasov, the sides have reverted to the old format of the OSCE Minsk Group for failing to succeed in their new format:
"Azerbaijan considered that after isolating OSCE's the Minsk Group, Aliyev and Pashinyan will agree on any kind of compromise. All these games have led the sitation to the limestone phase.
There is an impression that Iravan has not worked out its scenario on the Karabakh problem, and Baku has invested in Pashinyan. By the way, Aliyev came to an agreement on the cease-fire during the pre-election campaign and supported Pashinyan, while instead he could use the revolution and start a war. Baku had certain hopes that Pashinyan should show some constructive approach. We are now observing that some of the new scenarios have been broken behind the backdrop and a dangerous pause has arisen. The OSCE's Minsk Group has decided to keep up the negotiation process to fill this position."
