Russia lays out demands for talks with the US on Ukraine

Russia has presented the U.S. with a list of demands for ending the war in Ukraine and resetting relations, though the details remain unclear.

Axar.az, citing Reuters, reports that Moscow’s conditions reportedly resemble previous ones, including barring Ukraine from NATO, banning foreign troops there, and recognizing Russia’s claims over Crimea and four provinces.

U.S. and Russian officials have discussed these demands over recent weeks, but it is uncertain if Russia is willing to negotiate with Kyiv first.

A possible 30-day ceasefire is being considered, with Ukrainian President Zelensky open to it as a step toward peace talks, while U.S. officials worry Putin may use it strategically. Moscow has raised similar demands for decades, some previously discussed with the Biden administration before Russia’s 2022 invasion.

The Trump administration's approach to negotiations remains unclear, with officials divided over whether past proposals, like the 2022 Istanbul draft agreement, should be revisited.

Experts believe Russia aims not only to shape a Ukraine settlement but also to limit Western military influence in Europe. Analysts doubt Moscow’s sincerity in seeking peace, as its demands have remained unchanged for years.
