The claims made during a joint press conference on March 25, 2025, by Armenian Foreign Minister Ararat Mirzoyan and Iranian Foreign Minister Seyyed Abbas Araghchi—that Azerbaijan introduced new conditions after an agreement was supposedly reached on the text of the peace treaty—are completely baseless.
Axar.az reports that this statement was made by the spokesperson of Azerbaijan's Foreign Ministry, Aykhan Hajizada.
He stated that the Armenian foreign minister is well aware that the removal of provisions in Armenia’s constitution that challenge Azerbaijan’s territorial integrity and sovereignty, as well as the formal dissolution of the OSCE Minsk Group, have been key topics in negotiations over the past two and a half years.
“The facts regarding Armenia’s territorial claims against Azerbaijan, as reflected in its constitution, national legislation, legal cases, and political statements, were presented to the Armenian side during the Washington meeting in May 2023. Third countries are also fully aware of this.
Given these facts, Armenia’s claims that Azerbaijan has recently introduced these conditions are aimed at misleading the international community, and this tactic will yield no results. If Armenia is truly interested in signing a peace treaty, it must promptly amend its constitution to renounce territorial claims against Azerbaijan and cease avoiding cooperation on the official dissolution of the Minsk Group.”
