Axar.az, citing Financial Times, reports that in return, Russia seeks U.S. recognition of its control over Crimea and parts of the occupied regions.
Talks involve suggestions like a ceasefire monitored by European peacekeepers and a non-NATO force.
Ukraine hasn't received a formal proposal but is open to discussion. President Zelenskyy firmly rejected any recognition of Russia's annexation of Crimea.
Putin’s offer is seen by some European officials as a tactical move to pressure Ukraine and gain concessions.
Moscow might drop its demand for full control of Donetsk, Luhansk, Kherson, and Zaporizhzhia if broader geopolitical gains, like NATO restrictions and Crimea recognition, are made.
