Although French-Azerbaijani relations are volatile in general, they have been improving in recent weeks. Azerbaijan has successfully restored its territorial integrity and sovereignty within the borders recognized by the UN. However diplomatic relations are not at the necessary level to reach a peace agreement.

Axar.az reports that Emmanuel Dupuy, a French expert and president of the Institute for Prospects and Security in Europe (IPSE), said these words in his statement.

"France and Europe should work on railway, energy, transport and other joint regional projects with a triangular logic. That is, the process should be considered within the framework of the "Gaulle way method" (linked to the name of Charles De Gaulle, based on both realism and French exceptionalism in foreign policy - ed.). We have listed constructive opportunities to reduce Europe's energy dependence," he said.

Dupuy considered it important to take into account the possible consequences of the geopolitical processes taking place at the moment:

"We are now going through processes that will have certain geopolitical consequences. Examples include the war in Ukraine, the failure of peace plans, and the upcoming elections in several countries of the region. The discussion of the right of extraterritoriality (the ability of the government to exercise its power outside its borders - ed.) in connection with the opening of the road to Nakhchivan of the Azerbaijani state creates anxiety in the issue of territorial integrity in Armenia. Viktor Orban's potential presidency of the Council of the European Union will undoubtedly encourage actions that will benefit Azerbaijan and Turkiye.

Finally, the continuation of the "Three Seas Initiative" (Baltic, Adriatic, Black Sea Initiative or simply "Three Seas Initiative" is a forum established by 13 EU states stretching from the Baltic Sea along the Adriatic and North-South axis -ed.) The re-emergence of the legitimacy of the concept of strategic confusion or non-alignment, and the "Global South" becoming more noticeable will lead to a change in relations with Baku. Against the background of the mentioned processes, Europe will change relations with Baku. It will turn to Azerbaijan as a mediator in relations with Turkiye, Tehran and Beijing to balance the balance of forces in the South Caucasus. But the US, on the other hand, wants to distance the EU from the process through direct negotiations with Russia and regional partners.
