The Iranian negotiating team has revealed new details of a proposed 14-point memorandum of understanding between Iran and the United States.
Axar.az reports, citing Mehr News Agency, the reported draft includes the following provisions:
1. An immediate and permanent ceasefire on all fronts, including Lebanon.
2. A U.S. commitment not to interfere in Iran's internal affairs and to respect the sovereignty of the Islamic Republic of Iran.
3. The complete lifting of the naval blockade within 30 days.
4. A U.S. commitment to withdraw its forces from areas surrounding Iran.
5. The reopening of the Strait of Hormuz within 30 days under arrangements determined by Iran.
6. The suspension of sanctions on Iranian oil sales, petrochemical products and derivatives, along with full access to the resulting financial resources.
7. A requirement for the United States and its allies to present reconstruction plans for Iran worth at least $300 billion.
8. A 60-day negotiation period aimed at reaching a final agreement focused on nuclear issues and the complete removal of U.S. primary and secondary sanctions, as well as relevant UN Security Council and International Atomic Energy Agency resolutions.
9. Iran's reaffirmation of its commitment under the Nuclear Non-Proliferation Treaty (NPT) not to develop nuclear weapons.
10. During the negotiations, the United States would refrain from increasing its military presence in the region or imposing new sanctions.
11. The release of $24 billion in frozen Iranian assets during the 60-day negotiation period, with half of the funds to be made available before talks begin.
12. The establishment of a monitoring mechanism to oversee implementation of the agreement.
13. Final approval of the agreement through a United Nations Security Council resolution.
14. Final negotiations would not begin until half of the frozen assets are released, oil sanctions are suspended and the naval blockade is lifted. The final agreement would focus solely on the future of Iran's enriched materials and enrichment activities, sanctions relief, and economic reconstruction, while Iran's missile program and support for regional resistance groups would be explicitly excluded from the agenda.
As previously stated by the Foreign Ministry spokesman, the draft still requires review and final approval by the relevant authorities in Iran.
