There are two important conditions for the signing of the final document: a peace agreement between Azerbaijan and Armenia. The first of these is the issue of the dissolution of the OSCE Minsk Group, which has already been agreed upon, and a common position has been formed in this direction. The second important condition is the implementation of relevant amendments to the Constitution of Armenia.
Axar.az reports that this was stated by the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan, Yalchin Rafiyev, in a statement to journalists.
He noted that if the Constitution is not amended, the legal basis of the final document is not sufficiently strengthened. These changes are of particular importance both in terms of the legitimacy of the process and the regulation of future relations in accordance with international law. It is for this reason that the issue continues to remain in the spotlight on the international agenda and directly affects the timing of the signing of the final document.
