The text of the Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Government of the United States of America on the establishment of a Strategic Working Group for the purpose of preparing a Strategic Partnership Charter between the Republic of Azerbaijan and the United States of America has been announced.

Axar.az reports that the Government of the Republic of Azerbaijan and the Government of the United States of America (hereinafter referred to as the "Participants") have reached the following agreements:

I. Purpose

The purpose of this Memorandum of Understanding (hereinafter referred to as the "Memorandum") is to establish a Strategic Working Group to prepare a Strategic Partnership Charter within six months, aimed at strengthening strategic relations between the Participants.

The Participants intend to focus on the following three areas in the Strategic Working Group:

Regional connectivity, including energy, trade, and transit;

Economic investments, including artificial intelligence and digital infrastructure;

Security cooperation, including defense sales and counterterrorism.

II. Areas of Cooperation

The Participants intend to cooperate in several areas, including, but not limited to:

Expanding investments in the energy sector and regional connectivity infrastructure;

Building stronger cooperation in the field of defense and counter-terrorism.

Developing regional economic and trade cooperation;

Developing partnerships in artificial intelligence and investments in digital infrastructure.

III. General Provisions

Term: This Memorandum shall enter into force on the date of its signature by the Participants and shall remain in force for a period of one year. The Memorandum may be extended by mutual written consent of the Participants. Each Participant may terminate its participation in this Memorandum at any time. The Party terminating its participation shall give the other Participant sixty (60) days’ prior written notice through diplomatic channels.

Duration of Projects: Unless otherwise agreed by the Participants, termination of this Memorandum shall not affect any projects and activities already initiated and not completed between the Participants under this Memorandum.

Amendments: The Participants may amend this Memorandum by mutual written decision.

Effect of the Memorandum: This Memorandum does not create any rights or obligations under international or domestic law. The Participants specifically acknowledge that this Memorandum does not entail any financial obligation. The Participants intend to retain their separate and unique missions and mandates, responsibilities, and accountability. The cooperation between the Participants under this Memorandum is not intended to be construed as a partnership or other legal entity or entity. Each Participant is expected to bear all costs incurred by it in connection with this Memorandum. The Participants intend to implement this Memorandum without prejudice to any agreements entered into between the Participants before or after the signing of this Memorandum. Nothing in this Memorandum is intended to be construed as an exclusive employment relationship.
