Axar.az reports that political scientist Elkhan Shahinoglu made these remarks regarding Russian Foreign Ministry official Maria Zakharova's reference to the statement of November 9/10, 2020, regarding the Zangezur corridor.
“Firstly, when the November 9/10 statement was adopted, separatism had not yet been uprooted in Karabakh, and we had not fully ensured our territorial integrity. Azerbaijan ensured its territorial integrity in the 3rd year since the statement was adopted. Secondly, the Russian military was sent home. Thirdly, according to the agreement adopted in Washington, a consortium will be established for the construction and operation of the Zangezur corridor, and the document does not contain a clause stating that the corridor will be protected by Russian military forces. In the midst of all this, the official representative of the Russian Foreign Ministry, Maria Zakharova, said at a briefing that “the trilateral agreements of 2020 remain relevant, none of the parties has withdrawn from them, and there are no documents about this.” This is very similar to the “existence” of the Minsk Group, which is not itself, but remains a dry name, and it is also living its last days. The Kremlin’s relations with Yerevan and Baku are cold, while two of the three participants state that November 9/10 is history, while the third’s insistent reminder that “the statement is in force” does not make any difference.
