Tabriz Raufoglu who is a Candidate for PhD in International Law at Tuebingen University responded to the last Armenian and Azerbaijan border clashes.

Axar.az reports that, these statement came from Tabriz Raufoglu who is a Candidate for PhD in International Law at Tuebingen University

“Some media agencies reported that Azerbaijan threatened Armenia to target its nuclear plant. It is right but actually is not right context. Why? Because Azerbaijan Ministry of Defense said really we can target Nuclear Plant of Armenia if Armenia continues to intervene our borders and to bomb our civilians. By the way Armenian Armed Forces started military attack towards Tovuz province of Azerbaijan at July 12th and attacking is maintaining until today. Let’s look at what International law says. According to the article 51. of UN Charter:

“Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security.”

So far Security Council did not take any effective measures to stop invaders, now twenty percent of territory of Azerbaijan is under occupation of Armenia. In despite of that Armenia tries to take the next part of our soil. Does what We have to do in your point of view? We are just exercising our self-defense right. That is all!”
