Under the leadership of Deputy Prime Minister Shahin Mustafayev, a working group was established in order to solve social, humanitarian, economic, and infrastructure issues in the Karabakh region by the order of the President of Azerbaijan Ilham Aliyev.

The working group operates within the framework of the Coordination Headquarters for the centralized solution of issues in the liberated territories of Azerbaijan.
The composition of the working group includes the Ministries of Economy, Labor and Social Protection of the Population, Agriculture, Internal Affairs, Health, Science and Education, "Azerenergy" OJSC, "Azerishiq" OJSC, "Azerigas" Production Union, State Agency of Motorways and other relevant institutions. From September 20, 2023, the following measures were implemented by the Working Group:
• On September 22, 2023, the Ministry of Emergency Situations sent 2 trucks containing 40 tons of food products and hygiene products and 2 trucks full of bread for Armenian residents along the active Aghdam-Asgaran-Khankendi road;
• Tent camps for 1,000 people were established in Aghdam, Fuzuli, and Kalbajar by the Ministry of Emergency Situations in order to provide Armenian residents with first aid and food. Local police forces, military personnel, and civilian workers provide first aid and appropriate support to Armenian residents.
• According to the request of representatives of Armenian residents at the meeting held in Yevlakh on September 21, first of all, fuel and lubricants will be provided, including gardens, emergency medical aid and firefighting services;
• The Lachin-Khankendi road is provided for the passage of food and daily necessities for the use of personnel of the contingent of Russian peacekeeping forces, as well as for delivery to the civilian population through peacekeepers;
• The International Committee of the Red Cross (ICRC) facilitates the transportation of food, medicine, and baby food via the Aghdam-Asgaran-Khankendi and Lachin-Khankendi roads, and the dispatch of additional staff from the organization's Baku and Geneva offices to the sub-office in Khankendi;
• Necessary opportunities are created for the evacuation of persons in need of medical assistance to Armenia based on the request of the ICRC.
