As part of the Zangezur Corridor project, Azerbaijan is constructing both a railway and a highway up to Agband.This tunnel is related to that project. It is not a tunnel passing through Armenian territory.

Axar.az reports that economist Natig Jafarli made these remarks while commenting on footages of the Zangezur Corridor circulating on social media.
