No decision has been made regarding the enclaves.
Axar.az reports that this was said by the Prime Minister of Armenia, Nikol Pashinyan.
According to him, the issue of enclaves at the political level has existed for a long time:
"For example, there is a document dated 1999 regarding the exchange of territories. One of the articles is devoted to the issue of enclaves. The issue has legal and political components. In Munich and Brussels, it was discussed whether the parties should mutually recognize the existence of enclaves, especially Bashkend, which belongs to Armenia, and the existence of a number of enclaves belonging to Azerbaijan in the territory of Armenia. On the political level, the parties have admitted this. However, there are further legal questions regarding some of these enclaves. After the parties determine the recognition of each other's territorial integrity, the issue of enclaves emerges. But once their status is confirmed de jure, there will be several options for solving the problem. Either those who remain on the other side of the border will remain there, or if one of the parties does not agree with this, other solutions will be discussed."
