In the Kursk region, Ukraine has established a fund not only for prisoner exchanges but also for territorial exchanges.

Axar.az reports that Ukrainian military expert Denis Popovich stated this.

Popovich noted that the clear goal of the operation is to move Russian forces away from the front lines in Ukraine: 'Strategically, the aim here is not just prisoner exchanges, but at least to create a territorial fund.'

He explained that a territorial exchange fund should be established so that Ukraine can enter any future ceasefire negotiations from a strong position.

Popovich also mentioned that although the Russians are currently insisting there will be no negotiations, there will be negotiations. He added that the realities have changed slightly for the Russians after the Kursk operation, as they now have to contend with Ukrainian control over some of their own territories as well: "This has created confusion among them."
