Qadura Fares, head of the Palestinian Prisoners Affairs Committee, traveled to Qatar to finalize a list of over 3,000 Palestinian prisoners for release under a potential cease-fire and hostage deal.

Axar.az reports that negotiations in Qatar, involving Israeli officials, U.S. envoy Brett McGurk, and others, are being conducted discreetly.

The proposed agreement includes three stages. The first stage involves a six-week cease-fire, the release of 34 hostages, and 1,000 Palestinian prisoners, including women, elderly, sick individuals, and previously freed prisoners re-arrested by Israel. Conditions include IDF withdrawal from populated areas, reopening the Rafah crossing for humanitarian aid, and evacuating medical cases from Gaza.

In the second stage, remaining hostages would be freed in exchange for additional prisoners and another six-week cease-fire. Talks would then begin on ending the conflict and completing the IDF withdrawal.

The third stage would address Gaza’s reconstruction and governance. Qatar and Turkiye are being considered as destinations for exiled prisoners. Repоrts indicate Israel agreed to partial troop withdrawals but seeks control of a Gaza border corridor.

With U.S. President Joe Biden nearing the end of his term, there is hope for a resolution. This agreement could halt fighting, ease humanitarian crises, and advance long-term regional stability.
