On September 23, the President of the Republic of Azerbaijan Ilham Aliyev received the Special Representative of the European Union for the South Caucasus Toivo Klaar.

Toivo Klaar said that he positively evaluated the address of our head of state to the people of Azerbaijan on September 20, the views expressed in that address regarding the reintegration of the Armenian population of Karabakh, and the meeting held in Yevlakh with the representatives of the Armenian residents of the Karabakh region.
In his turn, the head of state touched upon the opinions expressed by the Azerbaijani people regarding the reintegration of the Armenian population of Karabakh in his address to the people of Azerbaijan on September 20, and said that all their rights - education, culture, religion, municipality, election and other rights - will be ensured.
President Ilham Aliyev pointed out that a working group was created under the leadership of Deputy Prime Minister Shahin Mustafayev, the main functions of this working group are to solve social, humanitarian, economic and infrastructure issues in the Karabakh region, and Azerbaijan's plans on reintegration issues were presented at the meeting held in Yevlakh.
The head of state also said that the process of collecting weapons and ammunition has already started in the localities, and a very large amount of weapons and ammunition warehouses have been identified there.
President Ilham Aliyev noted that there are currently better opportunities for a peace treaty between Armenia and Azerbaijan in the region.
At the meeting, at the same time, information was provided about the humanitarian projects implemented by our state, and it was emphasized that Azerbaijan gave a positive response and support to the requests submitted by the International Committee of the Red Cross.
