"I cannot comment on the decisions made in Azerbaijan.The decisions regarding the arrests were made by Azerbaijanis."

Axar.az repirts that this was stated by Samvel Shahramanyan, the former leader of the self-proclaimed separatists in Karabakh, during a media interview in Armenia.

"I do not know why a decision has not been made regarding my arrest. I think we will get an answer to this over time," he stated.

It should be noted that after signing the "decree" on September 28, 2023, regarding the dissolution of the self-proclaimed entity, Samvel Shahramanyan was able to leave Azerbaijan.
