When US President Donald Trump changed his mind about striking Iran, the military had already prepared a plan for an attack on Iran and had held informal briefings with senior officials such as Vice President Vance and Secretary of State Marco Rubio.

The publication claimed that Trump was scheduled to meet with senior officials, including Defense Secretary Pete Hegsett and the chairman of the Joint Chiefs of Staff, General Dan Kaine, on Tuesday to discuss some of the plans, but he did not attend the meeting. According to US officials, on Tuesday, Trump was inclined to give the order to strike and instructed the Pentagon to prepare for a strike on Iran.
“The U.S. military had been expecting the president to give the final order for the strike the following day. On Wednesday morning, the U.S. military evacuated some personnel from Al-Udeid Air Base in Qatar, the main U.S. air force base in the region. But Trump was listening to alternative views,” the report said.
U.S. officials said the United States was not confident that a brief airstrike would topple the regime, and it was unclear whether bombing Iranian military and civilian targets would help the uprising.
Aides to the president said the United States did not have the military assets in the region to mount a large-scale, sustained attack that could protect U.S. troops and allies.
Officials in Israel and Arab countries also told Washington that now was not the right time to strike.
Middle Eastern leaders said the situation in Iran was too volatile and protests had largely been suppressed. In addition, it was unclear who would lead the opposition if the Iranian government collapsed as a result of U.S. airstrikes.
