The negotiations were primarily conducted at the level of presidential aides.
Yuri Ushakov worked directly with his Azerbaijani counterpart Hikmat Hajiyev, and the decision was made on the eve of the meeting between Vladimir Putin and Ilham Aliyev in Dushanbe.
The aides were able to coordinate this work directly with the presidents, which, according to Ushakov, made the release of Igor Kartavikh possible.
At the same time, the Russian side released one of the Azerbaijani citizens who had been detained in Russia.

The pretrial detention of Igor Kartavikh has been changed to house arrest. He is currently in Baku.
